The Mad Scientists! - "Insanimal Hospital!" - 1997
Baskins is one of the Mad Scientists' arch-rivals, seen in at least two earlier episodes along with his associate Nullbert. Together, Baskins and Nullbert formed the Sanity Authority, whose job it was to put the Mad Scientists in a padded cell... with much hilarity ensuing. (Nullbert went on to become a villainous landlord in the Mad Scientists' Pantomimic Xmas Spesh 1996.)
